The Challenge

The Dallas-Fort Worth region is massive and still expanding, and Garland sits near its heart. But as the region’s development energy keeps marching north, toward the Oklahoma border, close-in suburbs like Garland risked being leapfrogged, passed over by residential and retail demand chasing newer ground farther out.

What Became Clear

Staying competitive wasn’t just about attracting new development. It meant addressing long-standing affordability concerns alongside newer ones emerging as the region grew, and doing it in a way that also boosted quality of life in Garland’s existing neighborhoods, not just chasing growth for its own sake.

The Strategy

During 2025 and 2026, CZB worked with the City of Garland to develop a housing strategy built to preserve the city’s competitive position in a fast-growing region while directly tackling affordability on two fronts at once: the challenges that had been building for years, and the ones showing up more recently.

The Impact

Garland’s housing strategy was completed and adopted in spring 2026, giving the city a clear path to stay competitive as the Dallas-Fort Worth region continues to grow around it, without letting affordability or neighborhood quality of life fall behind in the process.
