our story
For more than two decades, CZB has helped communities ask the right questions, understand what’s really happening—feelings and facts—and build their capacity to face what comes next with greater clarity and confidence.
Our story is really one of picking up exceptional people along the way: mentors who shaped the world around us and how we think, colleagues who started as friends, and more than a few clients who liked partnering with us enough to eventually join the team. It wasn’t a deliberate growth strategy. It was the natural result of relationships deepening into mutual respect, and a shared desire to keep doing meaningful work together.
That history still shapes how we work today. We value true partnership. We say what we see, even when it’s difficult to hear. We ask tough questions, make room for honest conversations, and help communities make the choices required to move forward. Effective planning and strategy depend on more than technical expertise; they require integrity, trust, and a genuine commitment to the people involved.
We’re a group of planners, strategists, designers, and policy people who’ve taken this approach into more than 40 states. We are partners, in our company and with our clients, because the best way to reach the other side of uncertainty is to go through it together.
Our People
We come from different places and bring different perspectives, but we’re connected by the same values—and a genuine belief in the work we do.
Thomas Eddington, AICP, ASLA
Thomas Eddington specializes in urban design and community/economic development, with over 25 years’ experience in all aspects of land use planning. In his role at CZB, Thomas oversees urban design work, public engagement, and emerging planning technologies. He is a certified landscape architect with design experience in the U.S. and Japan, where he has demonstrated a strong commitment to integrating planning and design.
Thomas began his public sector career working on redevelopment projects in South Bend, Indiana. He later worked abroad in Japan, then returned to the U.S. to establish his own consultancy, which he ran for ten years. In his final assignment before joining CZB, Thomas served for seven years as the planning director in Park City, Utah.
He earned dual bachelor’s degrees in planning and landscape architecture from the University of Illinois and a master’s degree in city planning from the University of Pennsylvania
Karen Beck Pooley, Ph.D.
Karen Beck Pooley brings more than 17 years of experience in housing and community development to the CZB team, where she leads all econometric and spatial analysis. She’s one of the nation’s leading experts on how subsidized housing investments affect neighborhood conditions and marketability — expertise built through senior public sector roles, including Deputy Director of New York City’s Department of Housing Preservation and Development and Executive Director of the Redevelopment Authority of the City of Allentown, Pennsylvania.
Currently a Professor of Practice at Lehigh University, she inspires and guides the next generation of undergraduate and graduate planners. She holds degrees from Wellesley College and The New School, as well as a Ph.D. from the University of Pennsylvania.
Karen has also been a mom through it all, sneaking off to her daughter’s gymnastics and diving meets, and hiking the Appalachian Trail with her son (1,400+ miles in) between projects. She’s one of the few people on the planet who couldn’t get through the day without Microsoft Access.
Eric Ameigh
Eric Ameigh has been a planner, local government professional, and special projects manager for over two decades. At CZB, he manages the firm’s business operations, leads various types of projects, and supports colleagues with specialized analysis and strategic insights (often laboring for hours over the perfect chart). His professional passion lies in helping communities take control of their futures by managing change when it’s inevitable, and creating it when it’s necessary.
Before joining CZB, Eric held senior positions with the cities of Geneva, New York, and Boulder, Colorado, working on policies and programs across a variety of subjects such as waterfront planning, economic development, downtown and neighborhood revitalization, affordable housing, redevelopment, and utility rate structures, to name a few.
Eric is based in Colorado but is a proud native of western New York State, where he studied geography and urban planning at the State University of New York in Geneseo and Buffalo. He is frequently suspected of participating in conference calls while fly fishing in the vicinity of Rocky Mountain National Park, or on the Upper Genesee in the Southern Tier of New York.
Lauren Holm
Lauren joined CZB in 2022 to provide high-quality project and process management support. Lauren spent five years assisting with or co-managing special planning projects for the City of Boulder, one of the most engaged communities in the country. She specializes in perfecting the logistical details that successful planning projects depend on and supports all project components, including analysis, engagement, deliverables development, and more.
Lauren’s background preparing for public events, as well as business meetings and workshops for the Planning Board/Commission and City Council, helps put city planning staff at ease. Lauren earned a Bachelor of Environmental Design from the University of Colorado.

Peter Lombardi
Pete Lombardi has over 20 years of experience as a planner, project manager, and policy analyst. Since joining CZB in 2015, he has specialized in managing complex, multi-faceted projects and writing clear, concise documents accessible to any reader.
Before CZB, Pete worked in his hometown of Jamestown, NY, where he led neighborhood revitalization efforts and served as founding chairman of the local land bank. Now based in Buffalo, he is a student of architectural history and urban morphology, drawn to the social, economic, and geographic forces that shape places—and to how understanding those forces strengthens forward-looking strategy. He has a particular passion for planning in shrinking regions with soft markets.
Pete studied environmental design as an undergraduate at the University at Buffalo and earned his master’s degree in city and regional planning from Rutgers University.
Alan Mallach
Alan Mallach is known as both a thinker and practitioner on cities and neighborhoods. A senior fellow with the Center for Community Progress in Washington, DC, he has worked at the Brookings Institution and the Federal Reserve Bank of Philadelphia, and taught at Rutgers University and Stockton State University. He has lectured at universities across the United States, Europe, Japan, China, and Israel, and held several public sector positions, including director of housing and economic development for the city of Trenton, New Jersey.
Alan’s latest book, written with Todd Swanstrom, is America’s Changing Neighborhoods: The Meaning of Place in the 21st Century, which explores the value of neighborhoods in today’s cities and the many challenges they face. Other recent works include Smaller Cities in a Shrinking World: Learning to Live without Growth, and The Divided City: Poverty and Prosperity in Urban America. His 2006 book, Bringing Buildings Back: From Vacant Properties to Community Assets, has become a resource for thousands of planners, lawyers, public officials, and community leaders dealing with problem property and revitalization issues.
Alan is also an accomplished pianist and author of two well-received books on 19th-century Italian opera. He holds a B.A. from Yale College and has lived in Roosevelt, New Jersey, for the past forty years.
Amber Lynch, AICP
Amber has nearly 20 years of planning experience, specializing in neighborhood revitalization, project management, and plan implementation. Before joining CZB, she was a senior planner with the City of Des Moines and later the founding Executive Director of Invest DSM, a non-profit organization created to implement middle-market revitalization strategies.
During her tenure, Invest DSM grew to a staff of eight and prompted over $100 million in investment across four neighborhoods through its grant programs and redevelopment activities. Amber holds a Bachelor of Arts degree from Luther College and a Masters in Community and Regional Planning from Iowa State University. She served for 8 years on the Board for the APA Iowa Chapter.

Charles Buki
Charles Buki founded CZB in 2001 after years in the nonprofit community development sector. In establishing CZB, he sought to bring greater focus in the planning profession to the everyday decisions households make, so that policy and other interventions would be more likely to have positive, lasting impacts on working families and their communities.
He was a Mesa Fellow, a Loeb Fellow, and has served in numerous volunteer roles in his home communities. Personally and professionally, Charles points to four lasting influences: Rachel Carson, Wendell Berry, Ulysses S. Grant, and John Lewis.
Matt Ingalls, AICP, ASLA
Matt Ingalls has 30 years of professional planning and design experience in both the private and public sectors. Trained in planning, urban design, and landscape architecture, Matt brings a unique skill set to his projects. He has a detailed understanding of interdisciplinary collaboration and how planning and design work together to shape communities.
Before joining CZB, Matt spent 20 years as principal and founder of Ingalls Planning & Design, a firm that partnered with CZB on award-winning projects nationwide. That long-term relationship brings a shared process and deep mutual trust to the work Matt brings to CZB today.
Matt earned his undergraduate degree in urban economics from the University at Buffalo and master’s degrees in city and regional planning and landscape architecture from The Ohio State University.
Christy Dodson, RA, AICP
Christy began her career as an architect and urban designer, developing housing and adaptive reuse projects that checked all the right boxes – well-designed, context-sensitive, walkable, and affordable – yet consistently hit roadblocks for approval and construction. As a planner, she became an expert at helping communities enable high-level policy goals with better implementation tools, including zoning and development regulations. She relies on her design experience to craft plans, codes, and programs that are practical, implementable, and user-friendly, lowering the barriers to build vibrant and enduring places.
Christy holds multiple degrees in architecture and planning from Georgia Tech, including masters degrees in both disciplines. She regularly teaches graduate- and professional-level coursework on the relationship between better development regulations and stronger communities, and she designed and oversaw the construction of her own accessory dwelling unit (ADU) at her home in Atlanta.
